The User Manager permits the Administrator of the Domain or the server to create users within the realm of their control (i.e. Domain Administrators control the domains, while server administrators control all activities on their servers).

The Server Administrator was developed as an ISP provisioning system to manage the hosting of multiple businesses.  Now if you are into reselling the hosting you have to multiple customers, you can easily manage the provision for your customers with the server administrator.  This is a simple and effective tool for managing the services for any business hosting needs.
